Ukrainians Do Not Experience Corruption Directly, but Are Not Ready to Report It

Despite the widespread perception of large-scale corruption, most Ukrainians have not personally encountered it. These are the findings of a study conducted by the Think Ukraine analytical center.

At the same time, the willingness to report such cases remains low.

Research findings

  • 59.4% have not encountered corruption since February 24, 2022.

Sectors where respondents encountered corruption:

  • 36.7% – healthcare
  • 30.2% – military enlistment offices (TCCs)
  • 27.8% – local authorities
  • 25.2% – police
  • Only 9.8% reported experiencing corruption in central government institutions.
  • 32.3% would not report corruption in their workplace.
  • 13.2% found it difficult to answer.

Reasons:

  • 47.3% do not believe anyone would be punished
  • 33.7% fear possible consequences
  • 24.9% believe it is difficult to prove

*Respondents could choose multiple answers.

What this means: there is a gap between the real personal experience of corruption and the public perception of its scale.

At the same time, citizens are not ready to actively confront corruption due to a lack of trust in the system.

What should be taken into account: without guarantees of protection and the inevitability of punishment, an effective fight against corruption is impossible.

Even a strong public demand for anti-corruption efforts does not translate into real action without trust in institutions.
