The Kyiv Trust Paradox: Why Klitschko Is Seen as Responsible for the Capital — but Many Are Not Ready to Vote for Him

63.6% of Kyiv residents consider Mayor Vitali Klitschko the person most responsible for the functioning and day-to-day management of the city.

45.3% say they would vote for almost any other candidate — but not Klitschko — in the next election.

At the same time, 38.5% are still ready to support the incumbent mayor.

What this means

The findings suggest that high name recognition and a strong association with responsibility do not automatically translate into electoral support. Kyiv residents clearly associate the management of the city with Klitschko — and for some voters, that is precisely why they are seeking change. The greater the responsibility, the higher the expectations and the tougher the public evaluation.

What should be taken into account

For Klitschko’s opponents, criticism alone will not be enough. Voters are looking for a credible alternative. A “anyone but him” sentiment is not sufficient to secure victory — challengers need both a clear action plan and strong public recognition among Kyiv residents.
