Living Abroad Shifts Priorities: The Economy Comes First

The priorities of Ukrainians living abroad differ from those of people currently residing in Ukraine. This is reflected in the findings of a new study conducted by Think Ukraine.

Economic issues are becoming the main focus.

Key findings

Top 3 priorities:

  • 44.6% — economic development
  • 38.1% — fighting corruption
  • 34.7% — return of prisoners of war

Respondents could choose multiple answers.

The development of the defense industry ranks fifth at 26.2%. In Ukraine itself, this issue is among the top three priorities (31.9%).

At the same time, 38.1% of respondents consider Territorial Recruitment Centers (TCCs) to be the most corrupt institution.

What this means

Living outside the active war zone changes perceptions of state priorities.

Ukrainians abroad tend to focus more on economic development, while people inside Ukraine place significantly greater emphasis on defense and security issues.

Why it matters

These differences in expectations may influence political attitudes and decisions about returning to Ukraine. Public policy should take these distinctions into account.
