Think Ukraine presents the article “Governance Architecture in Kyiv: A Study of the Institutional Crisis and Ways to Resolve It,” dedicated to one of the key challenges facing modern Kyiv — the organization of the capital’s governance system.

Snow removal from sidewalks, road repairs, the condition of residential courtyards, regulations for temporary commercial structures (MAFs), social support payments for vulnerable groups, maintenance of parks and green spaces, land lease decisions, and the allocation of city budget funds for the military — these and countless other issues fall within the responsibility of local authorities. The way public governance is organized in Kyiv directly affects the quality of life of its 3.5 million residents, the speed of implementation of important projects, and the ability of the community to meaningfully influence government decisions.

Based on current legislation and international expert conclusions, the study analyzes the complex situation created by the overlapping powers of local self-government institutions (the Kyiv City Council and the elected mayor), state executive authorities (the Kyiv City State Administration), and the military administration.

This overlap often leads to blurred lines of responsibility, a lack of transparency in the budget process, and reduced efficiency of governance. The article also examines legislative initiatives related to restoring district councils, separating the functions of the elected mayor and the head of the Kyiv City State Administration, and defining a clear role for the military administration.
