Preserving Sovereignty Comes First: How Ukrainians Define the Goal of the War with Russia

Nearly half of respondents believe that the primary goal of the full-scale war with Russia is the preservation of Ukrainian statehood. At the same time, restoring control over temporarily occupied territories and weakening the aggressor state remain important objectives.

Research findings

48.6% identify preserving Ukraine’s sovereignty as the overarching goal of the war.

20.9% point to restoring control over occupied territories.

19.6% believe the goal is the military defeat or weakening of Russia.

What this means

For Ukrainians, success in war is not defined solely by the situation on the battlefield, but also by the state’s ability to remain strong, independent, and influential. This is what creates the foundation for reconstruction, reforms, and effective diplomacy.

What should be taken into account

It would be more effective for the current government to communicate decisions related to war, security, and negotiations through the lens of sovereignty — emphasizing how these decisions strengthen the Ukrainian state, rather than focusing exclusively on territorial issues.
