What should be taken into account

If any preferences or benefits are introduced, it is crucial to avoid discrimination against those who left the country and to prevent further social polarization. Clear rules, transparent criteria, and careful communication from the state will be essential. Only under these conditions can such policies strengthen trust and social cohesion instead of triggering new tensions.
