Think Ukraine Hosted a Training on Preparing Public Policy Analytical Documents

The Think Ukraine analytical center hosted an internal training session titled “Who Public Policy Analytical Documents Are Prepared For and How They Are Developed.” The event was aimed at strengthening the analytical capacity of the team and improving standards for preparing public policy documents.

The training was conducted by Roman Kobets, PhD in Philosophy, lecturer at the public administration schools of the Ukrainian Catholic University, the National University of Kyiv-Mohyla Academy, and the Serhiy Nyzhnyy Kyiv School of Public Administration, as well as Head of the “Good Governance” program at Aspen Institute Kyiv.

During the event, participants reviewed the full cycle of public policy formation — from problem identification and agenda-setting to the selection of alternatives, implementation of decisions, and evaluation of outcomes. Particular attention was paid to the logic of the analytical process, problem decomposition, the development of selection criteria, and stakeholder engagement.

It was emphasized that an analytical document is a tool for supporting managerial decision-making. Its purpose is to help decision-makers clearly understand a problem, assess available alternatives and their consequences, rather than defend a predetermined position.

Participants also discussed the difference between monitoring and evaluation, the balance between efficiency and fairness in public decisions, and the requirements for the structure and style of analytical materials.

At Think Ukraine, the development of internal expertise and the improvement of analytical standards are considered a systematic part of the center’s work. Such training sessions are aimed at strengthening the quality of research and the practical value of recommendations in the field of public policy.
